[applause] i'm not going to make a long speech for you. i'm here to listen and listen carefully to what people say are the priorities for the community. i also want to let you know that i will be working very closely with supervisor cohen. i'm excited about her leadership in the district. i have committed to working extremely closely with our

mayor and supervisor cohen for helping us make some really tough decisions that helps us for a ride -- prioritize revenue over cuts. we do not want to cut our staff. we are focused on protecting our ability to provide clean, safe, and well maintained parks. our kids, families, seniors -- we deserve it. we want to protect our mission to provide healthy recreational choices for all of our citizens regardless of ability to pay. i am very proud of what we have been able to do on the recreation side of late. with significantly fewer resources, we have been able to add 20,000 hours of programming this year by reorganizing how we deliver recreation. we will have 87 summer camps this year. we will have the largest scholarship fund we have ever had. we have tripled l the tripled learn to swim and a quiet classes, and drowning is the number two cause of death among city youth. we are focused on making sure that our own houses in order. this year, we have cut the cost of new worker consultation plans by $250,000 and significantly reduced over -- overtime. we had a very cohesive internal depart

cohen said, we have asked our departments to propose 10% reductions to their general fund support an additional 10% contingency to put ideas on the table, to think about how we are going to be able to close this deficit. we are in the process right now of looking at those ideas and thinking them through. as the mayor said, we want to hear your thoughts about these ideas as we are in our decision making process. just to kind of put the challenge in perspective, if we took the full 20% from every department and said we were going to put that in our budget, that would only save us about $180 million from this point forward. we are working on other solutions, but the point of this is to illustrate the challenge in front of us and the reason we are having discussions that we have to have tonight to balance our deficit. another point is that going forward, there is not that much improvement on the horizon, and our projections show we will have some difficult budget challenges ahead, so we need to get ahead of the game and try to address our structural costs earlier so that we are not going

had such success with prior to this. thank you. supervisor cohen: could you briefly describe what the community planning process looks like? >> yes. absolutely. this is straight out of the housing element, the policy that exists. it is policy 1.4, and it says "ensure community-based planning processes are used to generate changes in planning controls, which means changes to density, parking, height, all the things people have been talking about. it says clearly that any new community based planning process should be initiated in partnership with the neighborhood, involve a full range of city stakeholders, should be initiated by the board of supervisors with the support of the district supervisor through their adoption of the planning department or other overseeing the agency's work program, and the scope of the process should be approved by the planning commission. i would be happy to give you any other details if it would be helpful. supervisor cohen: could you explain to me how the housing element will support middle- class housing needs? >> absolutely, and that is a critical need w

questions or comments? commissioner and cohen. supervisor cohen: a question about the grant received for the bayview. to the executive director. i was curious to note, this mobility solutions study, it is this also to include visitation valid? -- valley? >> this is primarily a bayview hunters point area of analysis. >> is there a way to expand it? people in the southernmost part of the district in visitation bally are greatly affected to the -- valley are really affected to the cuts that muni 8 has undergone. is there a way to extend the study? >> i do not know if we can go from the scope of a caltrans grant and modify it to the degree where we could add a significant portion of an era that was not originally included. we have ongoing efforts related to visitation valley and i am drawing a blank right now as to which exact effort we could put this into. i believe we could address your concerns without the need for renegotiating contracts with caltrans. but we are aware of what you are talking about. commissioners, your point about cutbacks in service, in fixed route service, brings u

supervisor cohen was interested in working with us. and how we can work with people to get more support for the services that we are operating. we were all open to that. we are all trying to do that, but, obviously, we need to do more of it because we understand the city only has so much money, but we will support for that. we do not want to be told just go out there and go get it. we need support from the city and others to understand that supporting the services is really important. i would say just from my perspective, the san francisco foundation, i give them a lot of applause for focusing on gas services and the real needs in the community. they have really rearranged their funding to fund that, and we need others to look at that the same way because we are serving some of the most vulnerable people in san francisco, and we have been cut and cut, so we were trying to get some fairness and equity in the way things are cut, and we really appreciated supervisor cohen's leadership in moving forward. supervisor cohen: thank you.
